yes ...you can. look at the top with it says UserCP. click on that. Then there is a list of things you can do. One will say...private messages....choose what you would like to do.

I think you need a certain number of posts to do it.
I can't remember what exactly but I know there's something for 25, 35? and 75. One of them is to PM other members, another is to join chat.
