Question abuot cashing out

where do you go to enter your 'payment account'?? i cant find it in the edit account information, thats all just basic. help?

im trying to paypal cashout but its saying i havent entered this information yet, but i cant find where so im confused.

Under Edit your Account there is a place to put the email account that is associated with your paypal.

Just under the Birthdate is Payment method (should read ebay) and under that is a blank space to put your email.
