Credit Hold means?

If an item is listed as credit hold until x date does that mean that Sunshine Rewards has been paid and they are just making sure you don't return the item or does that mean that SR sees that you shopped and is waiting on credit from the company?

That means that the credit has been received and it is being held until the date shown. If it was shopping then it is being held 21 days for people who are not Super members and 3 days for Supermembers. That is 21 days from the purchase date and not the date the credit went on hold. If you see a credit hold it means you WILL get credit unless you return the order.
