Impossible to know with any certainty, especially after what happened last fall with discounts. The best thing you can do is not get tied down to any particular dates. Last year they took forever to release any discount, and when they did, there were lots of blackout dates. If that happens again, you don't want to be stuck with only a certain week because of work or flights. Keep your eye out for mailings and emails from Disney Destinations, because lately they are the next best discount you can get to free dining.

They waited forever to release anything for October, and when they did, half the month was blacked out. Too late for anyone to change their travel plans. November also had black out dates. With the Wine & Dine Half, Jersey Week and Veteran's Day all happening the same weekend, that would indicate (to me anyway) a possible black out for a package discount like free dining. A room discount they might not bother with a blackout though. If you're hoping to take advantage of a discount, this would also be a good situation to keep your dates flexible. ETA-Your check-in date would be the key date to be flexible, since obviously you'll be there that weekend no matter what
