What is a Proxy Server?

Regarding the following quote from FAQ, what is a proxy server?

Every now and again we will not get credit for an offer if you do it using the same IP address as someone who already did the offer. But these are few and far between. More often, people use Proxy Servers to cheat rewards companies. They can be used to tap into a different IP address so that we (and the advertiser) cannot tell where you are coming from.
