Strange Survey Page??

I was taking a SSI survey and did not make the survey. Not a problem, happens all the time. But I was sent to a page that spoke penalties for cheating on surveys. Is this normal??? I certainly was telling the truth.
Here is what it said:
Honest and thoughtful answers, delivered in a reasonable time, by unique individuals are the foundation of quality data and we take every measure to ensure that we are doing just that. Our system will detect when this code of conduct is not followed and record your participation accordingly.
