    The first Mickey's Very Merry Christmas Party and Osbourne Spectacle of Lights begin on Nov 12th. So, that would be a good bet for having everything up!

    We were there at that time (Nov 12th) and most, if not all, of the decorations were up!! Even the castle was lit up!!
