I've only cashed out for Disney gift cards so I'm not positive, but I believe most businesses operate separately in Canada and the US so the gift cards only work in stores in their stores. I'm not sure how you could check.

It might be easiest to cash out to paypal and then buy the cards you want.

can you buy gift cards online and send them to yourself, by paypal? If so i may just do that to play it safe. im not sure though.

does anyone else happen to know?

If what you want is gift cards for Walmart you would have to cash out to paypal on an account that was linked to a bank account. Then you could withdraw that money from your bank and go to Walmart to purchase the gift cards.

does paypal let you credit your own account? IVe thought you could only spend through paypal, or upload money to paypal... if i can use paypal and then transfer it to my account ill just do it that way, but ive never heard of that

Yes you just have to have your account linked to a checking or savings account. Then you go in under the tab that says withdraw funds and it lets you choose the amount to transfer and which account you want it transferred to. I have done it lots of times.
