? About Joining SR

My sister in law lives in GUAM on the US Base I know that Guam is a US Territory, but I do not know if she can join SR or not? Any help will be greatly appreciated.

I'm guessing that we don't really have anything that would applyy to her at all. e.g. None of our surveys, offers, or shopping list Guam as an option. :(
