I have tried this and it stalls terribly and eventually will not go forward.....

I didn't have a bit of trouble. Trying clearing cookies and using a different browser.

This one loaded very, very slow for me in the beginning. I hit refresh twice because it seemed like it had stalled. Eventually it did load better and I was able to complete the offer.
