Offers within offers

I remember, i think, asking this before, or at least wondering this, but i dont think anyone answered.

anyway, you know how some offers, ask for the initial offer - you fill in the form, but then you are brought to a page where you must select so many other offers on each page? at which point is the original offer considered completed? Ive tried many of these, but the offers just seem neverending and i never get to a page that says thanks for completing/signing up for the original one, or anything. i remember frequently ending at a "buy this michael jackson t-shirt" type page.

im just wondering, are those ones legit offers? or redirected links that were legit? how do they work?

It actually varies from offer to offer. The advertisers instruct us to tell people that they need to go the whole way to the end of each offer and check out the "gold" or "silver" offers on the final pages. We don't know from offer to offer where the credit actually occurs. :(
