If I cash out on 10/30 (cause I have a purchase that is suppose to post that day) will my money be there on 11/30 or do I have to cash out before 10/30 for it to be there on 11/30?

Actually, you can cash out on the 31st. :) I'll take all of the cashouts that come in before the end of October Eastern time and those will be paid out by midnight on November 30.

I believe I had the wrong paypal email for my cash out for September and for yesterday oct 31. How can I get this fixed. Thank you.

You'll need to open a trouble ticket and we will have to track it down. Because we do them as Mass Payments (so that we pay the fees instead of the members) we don't have an individual breakdown of all of the payments that we send out each month to easily see when things do not go through.
