You're thinking of the DVC discount on Annual Passes, which we do not sell. You have to buy AP's directly through Disney.
They have not. They typically release the next year's rates in August.
Unfortunately, you're right. Travel Agents can't convert or upgrade the "Give A Day" tickets. You have to redeem and upgrade them at a Theme Park Ticket Window.
