Yes it does because the card still has to be purchased. It is about a week shorter in turn around time because they are not mailed but emailed the day the mailed ones go out so you don't have to wait for the post office. It is a very handy option if you are going to be using it to pay for a trip since you don't have to wait and you don't need the card in hand.
