when I try to cash out through pay pal, it says I dont have enough credits to cash out in that form, so my question is....how do I find out how many credits I do have in order to cash out through pay pal....Wait does that make sense?

Some offers are not able to be cashed out for paypal and will say so on the link when you go to do the offer. That may be why you can't cash out for paypal. If you dont have enough to cash out in offers that are available for paypal cashout then it wont let you until you do. Did you try a smaller amount. It may be only one offer that is stopping you.

I know you got it to work already but I've also heard before that sometimes the change can through off paypal cashouts. If you have problems again try dropping the change and just do whole dollars.
