I just take the flag page to mean there's nothing available right now or that particular survey is closed. That's just me.

You probably need to clean your cookies, cache's before you attempt to do the survey's. You have to do this before you attempt either one. It could mean too, that there are no survey's either.
I think her question was related to her previous ones that were mostly ignored in the midst of all the complaining. She wants to assign some surveys to her husband. She was going to do SSI and he was going to do SSI 2. My take on it was that she wasn't sure if splitting the surveys between the two of them was a potential problem or not.
