In my experience it either means "you haven't waited long enough since yesterday" (I'm on a pretty solid 22 hour survey cycle where nothing shows up until about that long after my last survey), or "we have no surveys for you right now, try again later". Why they say "tomorrow" instead of "later" I don't know, but it's a very common message they throw at us nowadays.
I'm so glad that my ice cream novelty survey from yesterday credited.
