Sometimes with merchants like these we can add them but through a third party network. The main thing that impacts is that we cannot dispute it when we don't get credits. But often we get credits just fine (we're running Staples and Old Navy like that right now). I've always been reluctant in the past to run merchants like this, but I have been adding more of them in the last couple of months.
